Is there any way of accessing true DOS mode in windows XP

Obviously if the person is asking to access true dos, he would not fall for a "format C:" trick. At least hopefully not!
Anyway, no, there IS no true DOS in WinXP. How can you access something that does not exist?

XP doesn't include CMD.EXE or COMMAND.COM? e.g. Start->Run and type "cmd"?

1) He already tried M$ tech support.
2) He got no satisfaction from sites where the Windows lusers hang out.
3) He knows this site is *full* of Linux people and Mac folks i.e. the very people who *actually* know a thing or two about how to use computers.
