A blacklist is a list of bad things, supposedly appliciable in this situation. In the TCPA view, certain pirated versions of programs and such would be "blacklisted", ie refuse to run. If an mp3 hash or md5 is found to be shared on kazaa from a bunch of users, Microsoft could blacklist them - the media player would delete all blacklisted items.
At least that's how I think it would go.
