Not surprising at all. The biggest problem is with system administration. The field is full of those with lots of "book-learnin'", but damn little practical experience. Once again, we're seeing the fruits of M$'s emphasis of form over substance. What do you really get with the MCSE cert? The major emphasis of the training is how to pass the exam. Sure, you can pass a test, yet learn virtually nothing other than how to parrot the correct answers with no real understanding of the underlying concepts. IT is full of these atechnological weenies who're in it only for the money.

Secondly, there's M$'s heavy reliance on "perma-temps" who are given essentially full-time, career, positions and yet are treated as temp workers with no benefits: no insurance, no stock options, no matching contributions to their 401k's. Is it any wonder that such employees would be somewhat less than diligent in looking after the interests of the company?

Combine lousey soft written without a care for security (because it's not "sexy", and doesn't "sell"), with certifications that are an utter joke, with employees who really don't give a damn because the company has shown then no loyalty, and what else can you expect?
