OK, let me expand on it.
Bill Gates has been dumping shitty software on companies for years. This shitty software has cost companies untold billions of dollars in lost revenue. Gates explicity states (see EULA) that he is not responsible for any damages incurred through the use of his software. I feel that the Gates is as culpable as the virus writer and Gates should be the one arrested.
To summarise,

so it's not the guy that wrote Blaster it's the guy who wrote blasterb i.e. he is supposed to have altered the original blaster code.
The person who created the original trojan is apparently still out there...
