It was. Back when Connectix owned it, they also made Virtual PC for Mac as well as PC.

VirtualPC, SoftWindows/SoftPC were the two biggest software PC emulators.

MS acquired VPC so they could adapt the tech to use on XBox 2.

What does a VPC anomaly have to do with MS releasing another UNIX?

Why do people obsess over MS UNIX? IT'S NOT THAT BIG OF A DEAL.

Remember, all the things that are making UNIX catch on with the consumer are things that make it NOT BE UNIX.

Mac OS X's "UNIX layer" is not required for it to run. OS X could happily run atop Be OS, NT, Mac OS 9, or Linux.

Even Linux is trying to shed its UNIX heritage.

And there's good reasons why. UNIX's heritage stands for poor UI, worse consistency, and a design sense that only troglodytes could love.
