dang, both genres have a top 2% that are really good and interested in advancing both the genre and culture.  And both have a bottom 98% that are nothing but spoiled leeches, drinking money and farting hydrogen sulfide.  If we were resigned to the past 5 years by this question, I'd have to go with rap, just because metal has turned to shit.  But taking all music from all eras into context, I'd have to go with metal.
