GPL rocket engines?

Maybe some of you have already seen this but some dude is building his own rocket engines for under AUS $250.  He is now attemting to make a cruise missile for under $5000 and he is thinking of making the designs covered by the GPL.  Some already are "public domain."  :D

um yes i have always wanted to build one of those but have never been able to get my hands on any welding gear...

Actually I've known a few people who would love to make a pulsejet. The kind of people who have tons of army surpluss catalogs and dream of owning an M-16 and an Abrams tank.
