But how can it hurt? Someone's always busy or away and stuff. An extra mod everywhere would increase the chances of a mod always being there.

The more control and "government" we have here, the more likely trolls are going to want to be here to fuck things up. Much like how telling a young child they are not allowed to watch a certain movie, or play a certain video game. It just reinforces that desire to watch or play. Get it?\
