Because vBulletinBoard has an actual helpdesk, and it converts UBB perfectly.
And... vBulletinBoard is much better and flexible than phpBB, admit it    

Also, every lil' website in this world has phpBB, so at first I thought about yabbSE, but it didn't come with a decent converter, so vBulletinBoard came to mind. It's quite good, check a forum here.
