It's a machine set up for the sole purpose of being hacked. Companies sometimes put easily hacked machines out on their perimeter network and monitor them.  The thought being that if someone were going to try and hack into their internal network they would try and go through the point of least resistance. Once they hack into a honey pot all sorts of alarms will go off and they will nab you before you get a chance to get any farther.
