i saw the guy on TV the other night who used to be head of the israeli police, and he said shooting somebody in the head was less smart than shooting them in the chest, because the head is smaller, and because you are not going to set off a chest mounted bomb unless you hit the detonator, which is very small.
so even the israli police appear to have a chest first policy, but our police went from a limbs first policy last week directly to a shot in the head policy this week, and they have announced that they will continue this policy for as long as they feel like it.
