I don't use XP very often, and I don't have much of a chance of ever putting IE6 on this computer thank god, but I think I know something that might let you successfully uninstall IE6 from windows XP. I know that IE 5.5 and higher can't be removed completely, but you could install an older version of internet explorer. Like ie 4, this should erase the newer version, and put Internet explorer in the Add/Remove programs area. If somebody has XP and a copy of IE 4.0 or lower, give it a try and tell us what you find.

I remember when I was trying to install an older version of IE to see what my site looked like with it compared to IE6 and it wouldn't let me install it. I wasn't even trying to write over IE6, it just told me that it detected a more recent version IE on my system and that I couldn't install this older version.
