Too make our internet free of TCPA, we would have too make another Internet a free internet, why not make a protocol that is licenced so it can not be used for comercial use. (At all)

Whats wrong with the protocol we use?
Nothing in fact we should make this protocol so that it is just a simple Modification of the TCP/IP and not make it open source. Because then companys would be able too use this Protocol, and put it in there software. Not even make a Windows version.

Then have people contribute by hosting there own dialup servers, and stuff, have ethernet cables around the place, cable, adsl... all that.

hmmmmmm......i would have 100% of the traffic on this protocol if my webserver used it first.
we could call the new protocol "Bob"....

But seriously, there is a hell of a lot of flaws with your idea.
We should all go back to using commodores and going to BBSes
